What Does TPD Compliant Mean?

TPD stands for the Tobacco Products Directive, the framework that shaped the UK's current vaping rules under the Tobacco and Related Products Regulations. In plain terms, a TPD-compliant vape is one that stays within the legal limits on size, strength and packaging, and has been notified to the regulator before going on sale.

Those rules cover nicotine e-cigarettes and nicotine e-liquids. They do not cover everything sold in a vape shop. Nicotine pouches, for example, are regulated separately as consumer products, so "TPD compliant" is not the right label for them. This collection sticks to the kit, pods and liquid that TPD actually governs.

What Are the TPD Rules for Vapes?

Five limits do most of the work. If a nicotine product breaks any of them, it is not legal for UK retail sale.

There is more underneath the headline numbers. Certain additives are banned from nicotine e-liquid, ingredients and emissions have to be disclosed, and refill mechanisms must be designed to limit leaks. The five above are just the ones you can usually check yourself on the bottle or the listing.

How Do You Know a Vape Is TPD Compliant?

You do not have to take it on trust. A few visible signs separate a compliant product from an illegal import.

  1. Check the capacity. A nicotine tank or pod should state 2ml. A refill bottle should be 10ml or smaller.
  2. Check the strength. The label should show 20mg/ml or less. Anything higher is not legal here.
  3. Look for the warning and packaging. Compliant products carry a nicotine health warning, a child-resistant cap and a tamper-evident seal.
  4. Confirm it is notified. Legal products are listed on the MHRA's notified products register. Reputable retailers only stock notified products.

Does TPD Compliant Mean the Vape Is Safe?

No, and this matters. Compliance means a product meets the legal standards for sale in the UK. It does not make vaping safe or risk-free, and no vape should be treated that way. Were Disposable Vapes TPD Compliant?

Many single-use vapes met the TPD limits, but that is a separate question from whether they are legal now. The UK banned the sale of single-use disposable vapes from 1 June 2025. That ban applies whether or not a disposable was nicotine-free, and whether or not it met the older TPD rules.

So a device being "TPD compliant" in the past does not make it sellable today. They can be, and the design is the reason. A compliant big-puff system does not carry a giant nicotine tank. That stamp will become another visible proof of legitimacy alongside the TPD basics, in the same way the notification and packaging rules are now.
